OSHKOSH, Wis. (WBAY) – A former pet groomer who was one of the subjects of a larger investigation into child sex abuse material and bestiality was sentenced Wednesday to 15 years in prison.
During Wednesday’s sentencing hearing in Winnebago County Court, the state prosecutor argued for 8 years of initial confinement followed by 10 years of extended supervision for Jacob Boudreau.
Boudreau was facing 12 counts of Possession of Child Pornography. Ten of those counts were dismissed but read in after he pleaded no contest to the first two counts in October and was found guilty.
Online court records show Boudreau’s attorney argued for 3 years of initial confinement on each count, to run concurrently. Ultimately, however, the judge sentenced Boudreau to 90 months of initial confinement followed by 90 months of extended supervision for both counts, to run consecutively.
Boudreau was part of a larger investigation that involved three other men, including a former Racine County Sheriff’s Deputy and a former Outagamie County human resources director.
It started at a Racine gas station in February 2024, where former Racine County Sheriff’s Deputy, Preston Kite, was accused of exposing himself – while on duty and in uniform – inside the men’s restroom. The victim says the deputy messaged him on a map-based app.
On Kite’s phone, investigators found a “large amount of video which appeared to be hidden bathroom cameras showing people exposing themselves.”
It also revealed “child sexual abuse material.”
Investigators pulled the images and videos from an app that’s designed for absolute privacy and freedom from any form of surveillance. During a search of Kite’s home, investigators seized an iPad and found photos and videos that appeared to be bestiality.
A look at Kite’s Snapchat revealed four child sex abuse videos sent from a user. Investigators identified as Adam Westbrook, the former Director of Outagamie County Human Resources. This connection led to a warrant for Westbrook’s Snapchat account.
Investigators found several images of child sex abuse and bestiality, sent to Westbrook from another user, later identified as Jacob Boudreau. Boudreau owned a business called Show Worthy Salon and Boutique in Menasha. Boudreau told investigators that Westbrook is a client.
In one photo, a computer depicting child sex abuse material appears to be resting on a dog grooming table.
A search of the boutique led to the discovery of Boudreau’s cell phone, which authorities say contained 10 images and videos of child sex abuse material. Via Twitter and Snapchat, law enforcement officials also found Boudreau and Kite had shared child sex abuse material.
Due to the open investigation, in March special Department of Justice agents executed a search warrant at Boudreau’s home in Outagamie County. Bourdeau’s roommate, Noah Theil, was home during the search.
It revealed unsanitary conditions. The animals in the home were removed by the Humane Society. A legal search of Boudreau’s Snapchat account showed communication with Thiel. While talking to investigators, Thiel admitted to engaging in sexual acts with an animal and sending them to Boudreau.
In total, this investigation led to dozens of child pornography and bestiality charges between the four men, including a federal charge for Westbrook, who later signed a plea deal in federal court.
