Plans for Durham dog grooming studio approved by council – The Northern Echo

Plans to open a dog grooming studio in Durham have been given the green light.
Approved proposals involve converting an existing garage at Beaumont Close, Bowburn, into a dog grooming studio.
The application, submitted by Mrs Dominique Stacey on January 9, also includes creating a parking area at the front of the property.
Durham County Council approved the plans on March 6.
The garage conversion will involve removing the garage door and replacing it with a three-panel window, with the area below the window bricked up to match the existing house.
An internal door will be added from the hallway into the garage, along with an external door to the right side of the house.
The site currently has three parking spaces, a number that will be retained.
Cassop-Cum-Quarrington Parish Council raised concerns about parking provision, however, the Highways Department reviewed the application and had no objections, provided a dropped kerb is installed for the additional parking space.
Environmental Health acknowledged the dog grooming studio is in a residential area and suggested conditions to mitigate noise and disruption.
One public representation was received, but no formal objections or support were noted.
The council considered the character and appearance of the proposed changes, noting they are minor and will match the existing property.
Conditions were imposed to limit potential disturbances to residential amenity, including business operating hours and a one-dog-at-a-time policy.
To mitigate potential traffic concerns, an additional parking space will be created.
The development must commence within three years of approval.
Operational restrictions include a maximum of four appointments per weekday, half-day operation on Saturdays, and only one dog allowed at a time.
All visits must be by appointment only, with no overnight boarding of dogs.
Operating hours will be Monday to Friday from 9am to 5pm, and Saturday from 9am to 12pm.
The new driveway must use permeable paving or a drainage system to prevent water runoff.
The applicant must obtain a Highways Permit for changes to the driveway.
The approval is granted only to Mrs Stacey and will revert to residential use if she moves.
