CHEYENNE, Wyo. — The Laramie County Board of Commissioners will hold a public hearing Tuesday, Jan. 21 on a proposal to develop a dog boarding kennel on Tract 8 of the Stearns Subdivision, located at 6912 Christensen Road.
The project, submitted by developer Louis Hurbis and represented by Steil Surveying Services LLC, would utilize 9.85 acres of A1-zoned agricultural and rural residential land to establish a commercial dog boarding facility. The proposed site falls within an Urban Rural Interface area, which allows for mixed land uses and access to community services such as water and sewer provided by the South Cheyenne Water & Sewer District.
The kennel would operate under regulations outlined by the Laramie County Land Use Regulations, which require board approval for this type of use.
Key issues for discussion include:
- Waste Management: The facility plans to haul animal waste to a transfer station, with future plans to contract with a commercial waste vendor. Proper containment of waste to control odors has been a concern raised during reviews.
- Buffering Standards: The proximity of the kennel to adjacent residential properties necessitates adequate buffering, which includes space and building placement to minimize disruptions for neighbors.
- Traffic and Drainage Waivers: A waiver for traffic and drainage studies was granted due to the limited scope of development, but access roads may need improvements to meet emergency services requirements.
Supporters of the proposal argue that the facility would provide a needed service for local residents, offering high-quality boarding and training for dogs. Opponents may raise concerns about noise, odors and potential impacts on property values in the area.
