Mumbai: 5 dogs found dead in gutter with mouths tied, FIR filed – The Indian Express

Police have registered a case against an unknown person on Monday for allegedly causing the death of five dogs and throwing them in a gutter in Kandivali. The carcasses of the canines were found in the gutter outside Mangalmayi Building, Sainagar Kandivali (West), police said.
According to personnel of Kandivali police station, resident Heena Limbachiya, 50, spotted the carcasses floating in a gutter near her society gate. She called society chairman Ashish Busa, who then informed civic officials. Later with the help of other BMC volunteers, they buried the carcasses.
“They were stray dogs who used to be fed by local residents. The dogs were packed in plastic bags with mouths tied and were thrown into the gutter where they drowned,” said Ashish Busa, the complainant. Busa, who suspects drug addicts to be behind the ghastly act, approached the police and filed a case.
The condition in which they were found raises serious concerns about their apparent mistreatment before their deaths, said a dog lover, who was part of the group that reported the matter to the police. Police are checking CCTV footage in the area to identify the culprits. A case under section 325 of Bhartiya Nyay Sanhita (BNS) and 11 of Prevention of Animal Cruelty Act has been filed, said a police officer.
Local residents claim that many more dogs in the vicinity have been missing and they may have been killed in similar manner. However, no one has reported such incidents to the police yet.
Roshan Pathak, vice-president, Human Rights Commission Maharashtra and legal adviser to PAL Animal Foundation, who helped report the matter to the police, said, “On Monday carcasses of two more dogs were recovered from the nullah and sent for postmortem. We suspect that around 13–14 dogs were killed and thrown into the nullah and they have been washed away.”
In July this year, the Vanrai police in Mumbai booked two persons for allegedly not allowing residents to feed stray dogs in the NESCO area in Goregaon, which led to the death of 26 canines by starvation.
Soon after senior Aam Aadmi Party (AAP) leader and Transport Minister Kailash Gahlot tendered his resignation, citing that the “party is not fighting for the people and is only playing a political agenda”, the AAP said he had no option as he was under pressure from the Bharatiya Janata Party (BJP) and is facing Enforcement Directorate (ED) and Income Tax Department inquiries.
